Because more than 20 state, tribal and federal
agencies share control of the 2 million-acre Henry’s Fork Basin in
eastern Idaho and western Wyoming, planning has been fragmented.
There have been jurisdictional battles between the two states and
not much concerted environmental protection. To end the
divisiveness, two former adversaries – the Henry’s Fork Foundation
and the Fremont-Madison Irrigation District – joined forces last
September in an effort to restore the watershed, which contains
3,000 miles of swells and streams and some 40,000 people. The
grass-roots group says its aim is to be a non-adversarial forum
