In its fifth year of drought, Tulare County, California, is among the worst hit areas in the state. While initial impacts of the dryspell were felt in agriculture, an increasing number of homeowners’ wells are now going dry. Last fall, the state launched a program to help residents without water move to new homes and pay rent for one year.
